Who is to be blamed for letting Mohan take charge?

Here I have presented an article appeared (page 2) in Deccan Chronicle (Chennai Edition) published on 24th March 2011 .

The Directorate of Collegiate Education (DCE) has categorically denied its role in appointing or giving approval to Mr. Mohan as Principal-in-Charge. This came to light from their (DCE Office, Chennai) reply to questions posed by a parent through the "Right To Information" (RTI) Act (enacted in 2005).

Its still a mystery what approval order did the Bishop's group showed the police officials on 10th December 2010, who were responsible for letting them in, and allowing them to break open and take over the college.
