WOMEN'S COMMISSION'S REPORT

The Tamil Nadu State Commission for Women which inquired into complaints about the development in American College has recommended to the State Government to order a detailed inquiry into the responsibility of the Commi-ssioner of Police, Madurai and what precautions he took to prevent law and order.

In their recomm-endations, K.M.Ramathal, Chairperson and Qudsia Gandhi, member, said that the Commission had come to the conclusion that the Assistant Commissioner of Police, Tallakulam, had openly supported the Bishop and his men and was also responsible for the illegal entry of the Bishop and his men into the college campus. The commission had recommended the immediate transfer of the AC.

The Commission recorded the statements from 26 witnesses and come to the conclusion that Anbudurai, Vice-Principal, was in control of the day-to-day activities of the college on Aug 29 this year, and earlier Chinnaraj Joseph was in charge. Bishop and his supporters mostly pastors were escorted by the police into the college premises. The lock of the Principal’s room was broken open.

The Police justified their action saying that they were only carrying out the order of the Madurai Bench of the High Court. The CoP had admitted that he received intelligence report that 40 cars and 50,000 people were planning to enter the college forcibly, the panel said adding that the police had failed to take action to prevent this.

After enquiries, the Commission had enough evidence that the allegations of police abuse and brutality on women teachers and students were true and rowdy elements continued to stay inside the campus until the day prior to the visit of the Commission.

The Commission had recommended that the Government of Tamil Nadu requests the District Collector to ensure that all the students and teaching faculty members injured in the lathi charge are provided with medical care and the immediate
transfer of Assistant Commissioner of Police responsible for suppor-ting the Bishop.

It has also recommended that the District Collector should ensure that all women students and teaching faculty who deposed before the Commission and made allegations of vulgar and sexual harassment be compensated with Rs.5000/- each.

The Commission had also recommended that the Government of Tamil Nadu should order a proper enquiry into the illegal entry of Bishop and his men into the college premises by an officer not below the rank of Inspector General of Police.

All the pending complaints should be disposed of immediately as per the provisions of law by the District Collector, Commi-ssioner of Police and Joint Director of College Education, the panel had said, according to Anbudurai, Vice-Principal, Paul Mary Deborah, Faculty Secretary, and other faculty members who addressed media persons.
